And... you need to tilt the carb at an angle so the float tang is just touching and not compressing the needle valve spring! ππ

The measurement is to be made just as the valve starts to close.
With the carbs upside down as shown it will be wrong.
Some people say rotate the carb from vertical until the slide just starts to close without depressing the pin on the valve (LC not YPVS) around 45 - 60 degrees. I prefer to attach a pipe to the overflow and blow through it, closing the float until it just starts to stop the airflow.
Iβm not really surprised it doesnβt start like that.

We assume it ran before you stripped the carbs.
If you re-balanced the carbs using the pips in the sliders then the sliders will be correct, so quite likely float bowls as OEB says. Did you use original brassware or have you fitted cheap copy parts? Assuming its a stock bike (no porting, standard exhausts, standard air filter) then using the standard carb settings is usually a good starting point which you can tweak after some road trials.
Obvious question - you are getting spark but no fuel to the plugs? 31k CDI's are unreliable so just asking.

Stick some new plugs in, you may of flooded it, also floats need setting with carb body tilted not inverted as others have said.

are you trying it with the tank off ?, if so have you blocked off the vacuum take off pipe on the RHS carb, if not it won't start, also I assume you have connected the choke tube between the 2 carbs ?

Day 2 today...carbs stripped again...float bowls height showing 24 mm on right hand carb so reduced it to 22mm without gasket and carb on a tilt...wish me luck...never failed on getting a bike to run

Well I've got it running π... petrol pissing out choke side carb overflow though....also when it's ticking over and you start revving it.. it takes a few revs to get it to liven up

Hi, Yes, its a bit more complicated ,compared to using a steel rule. I just hate pulling carbs on and of umpteen times. Doing it this way meant that I could fit them with confidence and be fairly sure that the float heights were accurate and that nothing was going to leak, as they had been checked with fuel in them using the clear line method, after setting them with the wee setting tool. As I said above, Elsie is worth it, well I think so anyway. :-) Steven.
