I'd contact DVLA and see if you can identify the registration for the 12A Mk1. It has a very low number so would be a Y reg I reckon. I've got a 10W with 1003xx and that's an 83/Y. Can't see the point starting a rebuild with a frame with numbers missing

Go personally to your Local vehicle licensing office.
Bring your driving license and photo id (passport)
Tell them you have a frame with numbers and ask if they could tell you if it has ever been registered in The UK.
They are obliged to give you a straight YES or NO answer.
Do not let them fob you off saying they are not permitted to release this information.
If it has been registered in UK, Get the ball rolling there and then. it'll take £25 to issue a V5 which will take 6 weeks to process because they have to send a letter to last registered owner informing them of your claim to it.
If last registered owner replies stating they no longer own or have an interest in it, or do not reply within 5 weeks, You will then be sent a log book.
This is the process i had to go through to get a V5 for a frame for my hybrid 350 project recently
If dvla have no record of it.
You will need to contact Yam uk for written proof of when this model became available for the uk market.
You could get this info from a helpful yam dealer.
But i have yet to come across a helpfull one yet.
Hope this helps.
