Just took my 1982 V5 to post office and they scanned it and I signed it and all went through OK but I also had another V5 I thought I would change and this was for a 1980 bike, but just the frame
Her computer was saying not to do it as it said i need an mot ! And I couldn't get any further So I haven't a clue where To go from here
It was ever only a frame which I had to get a logbook for on the frame number, then I sorned it
Does the frame need to be built into an actual bike to proceed ?

I've had this before, you will need to build it and get an MOT, once you have had one MOT apply for historic status and you won't need to MOT or Tax it any more.

You don't need a current MOT to change taxation class to historic .

You don't need a current MOT or even insurance to change to historic taxation class.. You need to fill in form V112 - Which is the self declaration of roadworthyness and MOT equivalent for a 40 year old vehicle. Take that along with the V5 filled in for change to historic and that's it.. The person behind the counter should just look at the V112 and give you it back and then send the V5 to DVLA.

I was never asked for the V12 form and they just scanned the log book ,I signed and dated it and had part of of it back with a receipt clipped to it

I was never asked for the V12 form and they just scanned the log book ,I signed and dated it and had part of of it back with a receipt clipped to it It all depends on where you go. The PO's round here all seem to operate by different interpretations of the rules where one always wants to see the V112 and the other doesn't bother. Maybe the "frame" V5 has been inactive for so long that it's now on the dormant register which is why the system rejected it. Either way the V112 self declaration is the legal equivalent of the MOT so that's all you should need and you certainly shouldn't need to build up a bike around it.. I've recently done a couple of frames one of which has been off the road so long it's pre sorn and i would presume dormant and they just took it like all the others.

So get the V112 form and try again at maybe a different post office for the spare frame ?

I filled the V112, went along to the post office to tax it, wasn’t even interested in the form, just scanned the bar code on the V5, gave me half the V5 back, sent the rest off, said I would get a new V5 in a month or so, and I left with a post office receipt, 12months tax for £0.00, Happy days.

That was my experience when I did mine last year. It seems to be a matter of geography, rather than policy, as to what documents are required.

It's a matter of who is behind the counter, some know what they are doing. Some do not .
The system is the same nationwide.

Try a different post office or different teller. The only issue i had once, was that it had to be past the following April for some reason, making it 40 years and 6 months.

That's how it's set out, the April after it's 40th it becomes tax free., So some owners have to wait a bit longer than others , depending on when in the calendar year the bike was registered.

I’ve got my fingers crossed that mine will be back in a couple of weeks with the taxation class changed to historic. Took it to the post office a few weeks ago with a colour change and asked the teller if he could change it to historic. At first he had trouble but then said he’d managed to do it. Being sceptical until I get it back from DVLA I can’t be 100% sure?
He did tax it for free and that shows on a vehicle tax check as taxed. Weird thing is I thought you needed insurance? Maybe that was way back when and so the tax disk visible showed you had MOT and insurance? Maybe changed now all computerised?

On another note...
Correct me if I'm wrong but for tax free it has to be historic
My hybrid is registered 31/5/83 so won't be eligible to be historic until April next year
But...
To be MOT excempt it just says it has to be 40 years old from date of registration, not historic or the April after.
Does this mean that after Wednesday I can go to the post office with a V112 and tax it for the last time 🤔
