I have notice that NOS sometimes are returns. I have bought a kick starter that was bent in the manufacturing process. Today I picked up a NOS barrel that has a small moulding defect at the sealing surface for the carbs.

You know what Tore, I have been thinking this myself, lots of this NOS stuff is stock from old shops, many of which have gone out of business, I have taken new stuff back to shops myself as they were faulty, now all these NOS bits are being sold off, and most don't know if the new bit is faulty or not, after all the stuff is sold as NOS and not as perfect working order, technically the description is correct NOS, that doesn't mean it is functional just new, buyer beware.
Thought it was a point worth posting about on here.

Dunno about that as such but do know that quite a bit of nos is things replaced on bikes in the showroom before sale or warranty returns never posted. Defo happens with bodywork. they put the old item in the box when they swap it and then years later its sold on as 'shop soiled nos' and the marks are no hassle to the buyer. I bought a few bodywork things like this, incl pipes and tanks with small dings in them etc
A lot of nos is also customer orders, paid for or not. After years of no pickups they sell it on to recover their costs. give away with later parts is the name of the orderer on a label lol.
