I have a 250 running withe the carbs you mention although a different set up, I would try;
220 main jet 25 pilot standard needle and emulsion tube
You might have to go up or down on the main jet. This is basically my set up But i have pod filters so my main jet is 400 i think and the needles are raised one above standard as it is a little lean when driving away from standstill. Now the weather is warming up its getting better,

Standard 350 (4L0) settings would have a 22.5 pilot, 220 main jet. Not far from Tobyjugs settings. The smaller pilot might work better with standard airbox.
Once up and running, probably best to get the fuelling checked on a dyno to get a bit closer.

My bike was also weak when driving off similar to yours i ended up lifting the needle higher and turning the pilot air screw in to try and add more fuel at the small throttle settings.

so you went to 5th on the needle with the clip correct ? my pilot is set at 1 and 1/8 out so you went to 3/4 ish yes ? my plugs are staying black/wet at the moment but i havent done a plug chop yet .

I went from the 3rd groove from top if you count down from the top of the needle to the 4th groove. This improved things a little. After that i screwed the pilot screw from 1.5 turns out to 1 turn out. My plugs are a nice rich brown colour. Don't forget i am using Pod filters on the 250.

I’d say the pods are making a big difference alright mate , I’m at the 4th and bad iv just moved it to 3rd so get it out for a try tomorrow and see . I never cleaned behind the brass balls on the 31k carbs as I can’t get the replacements over here would it be part of this issue if blocked ?

Yes it could be, personally i prefer to remove the balls and replace them with a grub screws. I think the problem with this method is people will screw their nose up at it if they don't see the brass balls.

Also ment to say it needs NO choke at all to start and on first kick so is that another issue?

Yes it sound too rich. Try just dropping one down on the pilot without altering anything else. Hopefully your idle speed will go up slightly.
Or screw the pilot screw 3 turns out to see if it needs choke to start it.
