The proper numbers arent always as straight as youd expect, but yeah what is going on with the numbers above unless its a police restamp with paperwork?

The number above is probably an old police or dvla stamping
My LC that got nicked an route had a simple number like that stamped on the cases but otherwise blank
The thing to be careful with is the 4L1 number may be barred from the dvla data base as it relates to a bike removed from the system and given a new identity by dvla
