Rev counter whining

I have not had this bike long its been stood for around 12 years then imported so i'm now working through the list of to do's. The little ride around the block had the rev counter whining so I have now removed them, anyone know how to sort out this noise and get them quiet again.

Try with just one drop of thin oil with the clock upside down,
I sorted my whining speedo like this.
