Yes annoying, but only to be expected. If the stanchions are good, cheange them yourself, cheap, easy and will last years. If they are c##p send them back, how much did you pay??

Open a dispute and use the option 'item not as described' The seller should then agree for them to be returned. Ebay will give you a postage label to print out so you can return the forks. The seller pays postage costs. Re-pack the forks and drop off at a post office. Item is tracked by ebay and the seller has seven days after receiving it to refund your payment in full. Do not send the forks back unless you go through these steps first. If you do you will end up paying postage costs yourself

Just out of interest what is the username of the seller? Doesn't happen to be from Wales by any chance?

If that's the seller's attitude you only have 2 options........
Keep em and fix em, or send em back.
If you file a returns request as "item not described" then the seller usually has to pay the return postage. Maybe he's not aware of that ?.

Andrew this is a tricky one to call without seeing the forks.
Firstly I would weight up how much they cost (as LC_BOTT asks) + £20+ for the seals etc and see if that is a fair price.
At an estimate I would expect to pay £100 - £150 for a good set of unleaking second hand forks these days.
If they were cheaper than this and the chrome in the stantion travel areas looks good I'd be tempted to risk resealing them.
Worst case scenario is paying another £160+ to have them re-chromed. Welcome to the expensive joys of RD ownership.
