Is it possible that the power valve can be put in the wrong way as the noise when engine is turned on is a slow whirring and not a weewee noise as expected. Bike runs but not great, previous owner says engine is fine and was rebuilt by a professional but thinks the power valve is in the wrong way, could this be the running problem ?

you can have the cables the wrong way i dont think you can put the pv's in wrong or you wouldnt get the cable guide on or the joint in the middle

The valves will spin through 360 degrees and can be upside down.
When they are the correct way up the screw/bolt heads on the centre clamp between the cylinders will be at the top.

Also worth checking the p/v cables run nice and free, and while you've got them off the bike spin the p/vs by hand to make sure they're not too tight too. It is always possible that the p/vs were put back in the rebuilt engine with 'normal' grease and not the molybdenum that should be used.

If the servo turns slowly, the valves could be stiff due to carbon and oil build up. With the cables disconnected you should just be able to turn the pulley by hand. A weak battery can also make the valves turn slowly when you switch on.

you can get the PV's 180 degrees out, if the are the engine will feel like its being strangled above 5/6k rev's

Dirty valves will mean they move slowly and put a huge strain on the system, usually snapping the cable. cheap dirty oil and slow running seems to do that quite quickly. Servo motors do go bad and lose their way too, but its usually the PVs gummed up... they should be turn'able by hand on the cables or they need a clean.
