Disassembly of a locking petrol cap?

I recently scored a fibreglass single seat & tank unit.
It is fitted with an RD tank cap but I don't have a key for it.

Anyone know how to pull it apart whilst it is in the locked position?
or
Do I just take it to a locksmith?

you can pick the lock yourself they are pretty basic on the petrol cap.if its not needed drill the lock.if its needed check out youtube about lock picking.the tools are easy enough to make.
