As the title says what do you recommend to strip the frame?

depends how bad it is, and what its currently painted in, dipping is my recommnedation and then a careful bead/sand blast on any areas that need it, but that assumes you have some one who can dip your frame of course !

The reason for my first question was if its going to be powder coated then who ever coats it will sort the stripping,or they will if they are any good. There needs to be little time between blasting or dipping as rust will quickly set in. If your building a show bike then ideally its wants to be paint as paint does look nicer and marks are nowadays deducted for coating but if your going to use it then coating will wear better. I go for paint nowadays, cos i do it myself i find it hard to trust anyone else nowadays and of course black paint is cheap. I sent my Suzuki x1 frame to a local painter and nearly came to blows when he wanted paying for this... so i took it home and a few hours in the garage produced this.... My advice would be to use someone who comes recomended for paint or coating,or do it yourself.

£uck me Shane, that is $hite - no wonder you nearly came to blows. If I was doing mine again I'd go for paint - powder coat chips really easily, just a dropped screw pinged a nice chunk off it.
