tzr 125 r water pump shaft seal

hi all,
does anyone know if the the water pump oil seal can be changed without removing outer gear box casing on a tzr 125 r 1999.

do not know the tzr but the rd/dt and even the 250/350 need the casing off to remove the pin/crclip to get the gear off the end
