as far as i was told it needs to be restored and road worthy condition with mot and insurance using the frame number, followed by an inspection at a local DVLA office, i went halfway through this process as i brought a bike without a logbook or number plate after applying to DVLA for a logbook who made me take the bike for inspection at local office they then said they couldn't find any vehicle with my chassis number and told me to re registrar the bike. then i asked Yamaha for a letter with date of manufacture for age related plate and they sent a email with original number plate on so i managed to apply for the V5 via reg number, the whole process took over 6 months! and yes it was registered with the DVLA with the correct chassis number. Bet they never even looked.
