Hi, have you checked the centre joint. The actual clamp on mine was well worn, also the 'flat' on the end of the power valve had worn meaning the right hand valve was operating out of sync with the left.
I rebuilt the flat on the end of the valve with plastic metal and filed down to correct size. Did the same with the centre clamp. Took some careful filing but managed a nice tight joint with both valves in sync.
As yet it appears to work ok with the engine running but not done any mileage yet as the bike is still in the rebuild stage.

the pins one one side were wobbily so i found a drill bit and cut it down to make pins to fit tighter i had to file the back of the 1 valve where it hits the outlet port in order it woulnt bind the flats are not too bad but they are about 40 degrees out of sync i may try instant metal or fab a clamp that is 40 different each end

I cut a piece of sheet Aluminium & used Araldite to bond it to one face of the PV joiner & all seams ok!

I would be checking the exhaust port height as they may not be matched.
Wouldn't be the first time a pair of "original barrels" were not matched and one has been ported.
If the valves are obviously sitting at different angles then as has been said, the centre joint is mis aligned/worn
