this maybe stupid thing to ask.but can you refill the forks with oil through the drain holes at the bottom

Don't see why not, but why you need to take the cap off to let the oil run out. I would have thought it would be a messy alternative and no guarantee of getting the correct amount into each leg.

wont the oil run out of the bottom of the leg? run the oil out.turn upside down refill using a syringe these are a spare set and thought it might be a easier way of doing it ;D

If you take them down under you could do it. But if you take the top bolt and plug out you'll lose all the oil, I think? Well something like that anyway.

The top cap is easy enough to remove and you will need to measure the oil height anyway. Filling it upside down through a tin hole seems like a solution to a problem that doesn't exist.

As above.even filling with syringe i would want to measure the levels afterwards.i would pull cap and fill from top meself.
