Is it a uk frame. If so it could have had a reg.
The putting of the exact numbers that were on the frame were not always on the first V5's back in the day. I had a 4L0 that was UK registered (from new) but had an extra 0 after 4L0 on the chassis part of v5. But. On the engine number part of the V5 it had the engine number exactly as the engine number on top casing read.
So when checked against the frame number as on the frame, they came up as un-registered.
When i asked DVLA about their mistake back in the day and that i could get documented proof that what's on the bike should be on the v5 and about these bikes having matching numbers on the frame and engine from the factory.
They didn't want to know.

Hi there soccersmyth it has a vin number on the frame but dvla said if I didn't know the reg they were not interested so bought a frame with v5 off ebay, is there a way to find out the reg just by the vin number?

I think any motorbike dealer can hpi it on just the frame number. So that would give you the reg number.

Hi mate ive managed to get the Reg No on a couple of bike's from the frame No you will need to chat to a dealer and if they have the right Hpi they should be able to give you the full history of the bike ie if it's clear and how many previous owner's and even colour then all you need to do is apply for a V5 from DVLA by filling out a V62 form very simple process and cost is £25
