Are you sure the bleed screw is sealed properly so air isn't getting sucked in. I assume you have run the bike for a few mins with the pulley wheel wound round to max I never bother filling the lines because the air in the system gets pushed out first anyway & ends up between the the oil being pumped out & the oil you have injected into the pipes. I always run a bit of pre-mix from a temoary tank untill the pump is fully bled.

I have this problem myself. I have replaced all the seals (Norbo has them), checked the oil lines and replaced the bleed screw washer and its still blowing bubbles. Im out of ideas. I have spent a good while searching though old post and the best that I could find went something along the lines of .... "they all do it".. mmm i aint so sure. The argument for pre mix is getting stronger for me.

hi m8, did you re-fit the original oil carb feed pipes ?. If the pipes are long enough cut the ends off and then re-fit. If not, it may be worth while fitting new lengths of pipe. If these pipes aren't a good tight fit, they can be the weak leak in the system.
