Its the oil pump part of the throttle cable...
A copy version of a throttle cable, sadly, hence likely why you have slack... been proven lots of times (search the forum) to not be the right length.
...plus the clip is missing that stops it moving upwards and hold the cable captive. Have a look at the parts book.
Oh and the scraping sound isnt this IMHO... need to look elsewhere I think.

I would be checking it's connected properly to the oil pump and delivering oil correctly to the carbs. Hope the scaping isn't the sound of dry pistons sliding up and down the barrels.

Are you refering to the spring around the oil pimp cable? I always thought they were heat protection for the cable.

Chris is right that is what the spring is for... but it wont be making the noise.
As Shaun rightly points out you should check the adjustment on the cable for your oil pump... BEFORE you ride it again.
I would also be pricing up an OEM cable if the one on yours is not correct for oil pump length. Read the threads on here about it first, Im not across the fixes as I never buy a non OEM LC throttle cable as its a false economy on an LC IMHO - I believe that the expense is worth it, same with all the cables.
Listen again to the noise. You need to track this down BEFORE you ride again.
Basic tests time... Is it when the engine is running? bike rolling? engine off bike rolling? could be the clutch/flywheel, could be the speedo/tacho/cable, could be the pistons... could be so many things... need to narrow the noise down to a location.
