I would say definitely yes. My logic is it looks like it was done before being rebored, so should be square?

So long as the head gasket manages to seal should be fine I reckon, but if it were me I'd want to dress that face rid of any indentations & compensate with a thicker base gasket..

I did think about skimming the top thickness of a bottom gasket and fitting two bottom gaskets but concerned that would alter port timing

Bore on 1.5mm over size so not much to play with

It'll be fine. Top ring doesn't come up that far and it's not big enough to affect the head gasket..
