Can anyone advise if its possible to register an imported bike without an import or is it possible to get one another way?

Depends on the back story and who you speak to at HMRC
I thought it was impossible but have now heard of 3 people either managing to get a NOVA or a covering letter saying they are happy for DVLA to register
One said they are sure they had done the NOVA before the rule change but messed up
One said he had had it for 10 years
Helps if you have a non UK reg doc and offer to pay the 5% vat

Its none of those things Steve, bloke has had it for ages, no paperwork whatsoever, don't even know where it came from, was a barn find in the uk, the guy who bought them (there were 3) had died and the guy I'm talking to bought his estate, if its cheap enough I'll buy it. Its not an lc by the way.

Get the VIN number and get one of the vin to reg guys on ebay to check it
No reg, no charge so nothing to lose

What all of this actually boils down to now is simply wether HMRC want any money in terms of vat potentially due on unregistered bikes prior to registration. If not they will write and confirm as much for that particular vin, or invoice accordingly, then use the nova system to authorise a nova .

I registered an old USA Honda a couple of years back.
It was purchased in 2000 by the chap I'd bought it from, so no NOVA. I purchased from him in 2016.
I messaged HMRC about it, once built up (2019), and they emailed me back explaining the process. I didn't get a receipt from the guy, so created my own for around £500, 'signed' by the PO. I think I paid about £35 for the pleasure. HMRC then gave me a NOVA number, which I was able to supply to DVLA. 3 weeks later, an age related plate was issued.

following progress here as i have a similar story...
rd350lc 4LO 'Frame ONLY' with vin plate present and untampered on stock
think it was originally a German bike
purchased from Southern Ireland with a Dating Cert which is in the post as we speak...
not sure how or what needs doing to try and get a Log Book or Reg for it...
i really want to try and bring it back together and save it , any advice is welcome

Zig, the date of purchase is key to your course of action… if very recent then you need to apply for an actual NOVA… on ‘the vehicle’ ahemmm. If it was yonks ago… you need to get HMRC to review your details ( covering letter) , satisfy themselves that no vat is due, after which they will facilitate the issuing of a nova number. Either way… you need the nova number first, then you can do the age related registration. What possibly muddies the waters in your case might be your location, but I’m sure that’s the first thing that HMRC will address.

Andy I’ve just bought an unregistered Greeves and joined the club they’ve confirmed date of build etc they have a nominated register officer and once I get it mot’d they’ll inspect it confirm the model and I can register it. They did say it had possibly been registered previously but it doesn’t show and DVLA are ok with registration. I guess it could depend on the bike etc, if it’s the laverda? Slater brothers I think still have all the import stuff or it may have been given to the owners club.
