that's too high (9 ohms), the CDI won't like it, it will cause a fault, I had this out with west country windings a while back on a YPVS, they said it was fine even though the readings where too high, so I fitted a known working stator off another bike and the bike ran fine - eventually they accepted it wasn't correct, but it was a mare getting them to accept it was wrong
The CDI and coils expect a certain amount of resistance and spark energy from the exciter coils (low and high windings), if they are too far out of whack then it just doesn't work, be sure to check your pickup as well
One point to note, the transistion from the low speed windings to the high speed windings occurs between 5250 rpm and 5750 rpm normally, so you having an issue bang in the middle suggests its the high speed windings

Thanks for the information. I borrowed a cdi and it wasn’t that. After speaking to the winders again it turns out the stator came back with the red and brown wires the wrong way round. I have swapped them round and it appears to run ok now.
I used West Country windings as well and argued that the coil was out of tolerance but they insisted it didn’t matter.
