I had turned my central heating water temperature down to 54 degrees a while ago to save energy, but the last week even when setting 19 as the target temperature, the house never got above 18, so the heating was staying on nearly all day trying.
I tried upping the water temperature back to 65 today and the house instantly got to 20, so hopefully this might actually work out cheaper this way as it will not need to stay on all the time.

Think it's down to heat radiation and the temperature difference required for heat transfer
I'd seen advice on turning down the boiler water temp down to save money but there is a limit
My heating is thermostat controlled but the actual boiler timer was set on constant so heating would come on and off 24 hours a day
Going into winter to try and cut back I set it back to timer between 6.30am and 11.30 pm and all seemed fine untill this recent very cold snap
I noticed that once the heating fired up at 6.30 it would take 5 hours to heat the house back to 22 degrees
Turned it back to constant and it doesn't seem any worse as coming on and off rather than running constantly
Like you my boiler is set at 65 degrees (4 on the dial out of 6)
Wish I'd insulated my underfloor cavities. Wood and tiled floors look great but feckin cold

I do know I can’t get any warmth in the house! Previous years ‘front’ room would be cosy. Is it too cold, boiler needs replacing or just me getting old!

I've heard a few people complain of radiators not getting as hot as they used to or not at all
One of the drawbacks of leaving the heating off for 6 months of the year
Mine is getting on a bit as was fitted in 2009
Still modern enough to fire up the pump once a day to stop silt building up

I fitted a magnaclean unit many years ago as my current boiler that is still ok was installed in 1989
It’s serviced twice a year and even though every three years I drain, refill the system and dose with and inhibitors it’s shocking how much crap / black magnetite it pulls out of the system each service that would normally silt up the system rads and pump
Another good trick is when you decorate always remove the rad to paint behind and and take the radiator outside and flush thru with a hose as sediments will always build up at the base of the rad reducing efficiency

I think I need to balance my radiators as one is still cool compared to the others.
I need to order an infrared thermometer now...
