The reason that seems to be given for moving the balancer flywheel is to reduce footrest vibration. It was noted by Yamaha that the bike suffered from bad vibration. They rectified this problem somewhat in the 85 model by moving the balancer flywheel to the rear crankshaft.
The balance shaft has two sets of counterweights that are 90 degrees to the counterweights of the front crankshaft in the original 84 assembly. The balance shaft spins the opposite direction of the crankshafts. The TSI mod locates the balance shaft counterweights 90 degrees to the rear crank counterweights and drives with the rear crank still in the opposite direction of the crankshafts. All I know

I rebuilt an RZV engine and I'm sure I did this 'mod' to it. Have a look on the 500 forum, as I don't remember it being a a must-do type of thing. Couldn't get my head round it at first, and never rode the bike before doing an engine rebuild either, so not very experienced with these engines or how they 'feel'.
