Just removed my fuel tap to replace all the seals as my fuel tap is dripping and noticed the mounting bolts have got some sort of sealant on them, should there be a fibre washer or some sort of seal on the mounting bolts??

Yes there should be a fibre washer underneath each screw.

No, you need fuel ones
Plumbers are too thin to create the seal at about 0.2mm
I think they are M6 ID M10 OD by 1mm thick
If the screws are M5 then size is M5 x 9 x 1mm

Make sure you using the factory spec screws too,fat head style. Found that most any other type of bolt will leak.
