Returning to a rd after many years I bought a 31k that needed work got everything working and repairs done but have problems with engine not revving above 7000ish rpm carbs cleaned out and float heights set, new plugs, idles well sounds good upto 7000ish then it's as if it's strangled. power valves opening, tried raising and lowering main needles, no different. exhausts clear. HELP.

Fill us in on the state of the bike, stock or modified and if modified what are the modifications.
Not revving can have a few causes, could be as simple as blocked air filter. Try running without to see if it makes a difference.

As far as I know the bike is stock. it has been stood awhile. I totally stripped carbs and cleaned, new air filter, new plugs, new fuel, checked power valves work and open and close. Set float heights, balanced carbs, played with needle hights. stripped cards again and run through it all again but no change. it get to around 7000rpm and the just stops, then sounds strangled, no extra smoke but runs crap 7k plus below 7k runs great and sounds nice.

Maybe exhausts are choked stopping it going into the powerband

With such an abrupt stop in revs I'd think pv's rotating wrong way or high speed windings on the stator knackered
Both easy to check for

your power valves are 180 degrees out, take the cam off (cables fit to it), turn the power valves 180 degree's, refit the cam and try again

Power valves 180 out, had exact same problem on my 31k, easy to sort.
