What model bike is this for? When you fit the plunger inside the housing is it a good fit as in the seals have a slight resistance to them. Sorry can't offer much more help at the minuite.
Sorry should have read title says F1 to early in morning is my excuse. I'm sure someone here has built up an F1 master and can offer better advise.

It seems to me that you have put back everything in the right.
I had the same issue with my brakes and found out that the repair kit was wrong. One of the seals had a bigger internal diameter that it should and it did not seal right.
How do you know it is not pumping correctly?

when you pump the brake lever no fluid comes out the hole and if you put your thumb over it and pump there is no pressure or fluid coming out.
