How old does a bike need to be not to need tax ?

You still need to apply for and display a tax disc (so need an MOT & Insurance) but don't have to pay for it. The Budget just moved the date to anything before 1st Jan 1974 I'm hoping they keep rolling the date forward as we'll have 2 bikes eligible next year.

Depends if you intend to use the vehicle on the public highways - if not then you are (currently) free from either tax or SORN if your vehicle is deemed within DVLA's V890 (Section 4 paragraph 3)
"Make a SORN only if the tax disc for your vehicle runs out on or after 31 January 1998."
I've currently got two bikes like this and it's such a relief that this Government slagging off bunch of xxxxx haven't closed the loop completely!!!
