PayPal Refund Money After Item Posted

Not mine but a buyer who just bought an expensive CD
He has alot of negative feedback (not ebay) and one says he reversed the paypal payment after the seller had already posted
As anyone heard of this?
He is in Australia too

Also the additional instructions go like this

Secondly (in as much) the further you would
Make length allowable where is this weekend
