If it changes in without engine running (rocking back and forth) but not when the engine is running it sounds like clutch drag

Adjust the cable to take out all the free play to see if that helps
Also try riding it

Cable and perch are from norbo the adjuster lines up with the mark on the crank case when then the clutch is not pulled in.

If it changes in without engine running (rocking back and forth) but not when the engine is running it sounds like clutch drag Steve Are the rubber rings fitted between the plates. I always thought that they were there to separate the plates when the clutch is pulled in, but I have read that some people run without them and without issues.

How far past the casing mark is the clutch arm supposed to go when the clutch lever is pulled in?

Last time I stripped the clutch there were no rubber rings i between the plates there was a little wear on basket tangs . Depending on how bad the grooves are, this could be the cause of the clutch not letting go fully. Probably prudent to remove the basket the clean the grooves up. I use a needle file or sanding block if not that bad. Clean thoroughly with brake cleaner or similar afterwards.

Sounds like the steels are warped, strip out the clutch plates and check the steels for warping...

The fibre plates can also be causing the issue if they are not perfectly flat, so check those too. I put them altogether and make sure there are not gaps anywhere,

Spent many an hour dreaming of what I couldn't afford and then drowning my sorrows in a greasy burger in the snack bar outside.😁
