Looking for help....How tightly should the inner shaft (#3 in this pic) fit into the swing arm bushings? Mine is tight like a tiger, and when it’s assembled there is a lot of friction.

You want it tight so there is no play but not so tight you struggle to get it in or out.. When it is all tightened up swingarm should hinge freely.

Mine is hard to move initially but once it starts to move it slides out smoothly with a bit of resistance but can push out with my finger. Have you fitted new bushes or pulled it apart?

Sometimes when you fit new bushes they mushroom and catch the collar (no.3). Pull it apart and you should see any witness marks where its worn on the bushes. you may need to reem them out.
If you run it tight thinking 'it will wear in', it might, but it will create a lot of heat and could seize solid.

Had this years ago on my lc ,a friend of mine had a batch of swing arm bushes made for me at his place of work . In the end i carefully worked on both ends of the sleeve to get a good fit in the bushes .

You may need to use shim washers on the end of sleeve 3 in the exploded diagram, if this sleeve is slightly shorter than the overall width of swingarm and assembled bushes, when you tighten the swingarm pivot bolt the whole assembly will bind and cause friction or no movement at all.
Shim the end of sleeve 3. so that when pivot bolt is tightened to correct torque the swingarm moves freely without side to side play (End Float).
