Is the side stand supposed to have a spring steel foot or has the weld worn out? Both my bikes are the same so guessing this is they way they built it?

They are made by squashing the round tube flat at the end. Yours has just worn through and become separated. Needs some TLC with a welder and a grinder :-)

Easy to build up with weld and grind back as Rob says. Cleaned up and coated it will look like new.

Hi recently repaired one of these looked very similar . I cut a piece of steel out and welded it to the pad then ran weld round where it had come away then tidy up with grinder .

I was thinking about cutting off the thin piece on the bottom and welding something thicker. That would also allow me to clean up the rust on the inside of the foot area

simple cheap white vinegar will work from the supermarket but it will rust quickly after as the surface is cleaned and etched etc. Perfect if youre welding etc.

Nice. I was thinking about cutting off the thin piece on the bottom and welding something thicker. That would also allow me to clean up the rust on the inside of the foot area That's exactly what I did, makes it much easier. You can't weld the old worn through part without burning through it, much thicker metal up the stand anyway, as I'm sure you know.
