What’s draining the battery, went to start it to go for a pre mot spin and it’s difficult to start and I noticed the horn just squeaks and I think the battery is flat (it’s a pain to check)I noticed that the fuel gauge reads all the time so could this be the drain?

The fuel gauge is usually heavily damped and no return spring so it will stay at the last reading
Get it mot'd first 😁
3 things to test
First get a meter and check if there is any current flow from the battery when everything is off
Then start the bike and check there is current flowing into it and not out of it when the bike is running
Check when charged you have 13.2v minimum
Then take the battery out the bike and leave it sitting for a couple of days and check how it is. Not unusual for a duff battery to self discharge

It’s a new battery (2 weeks old) I got the horn to work (gave it a whack) I’ll get the mot then get my multi meter out

I only watched this "Which Parasitic Draw Test Method is REALLY the Best?" video the other day, maybe of use to you.
