IMO Old (original) tyres were pants and moved on the rims. Modern tyres are made using far superior manufacturing processes and don't. If it was 1985 then yes put tubes in but it's not so don't. However for £20 if you're not sure about the ability of tyre manufactures to make a tyre that stays on the rim then stick a tube in. Like I said it's Black, no it's white.

If its a 4L1 or 4L0 then tubes definately. Took my wheels/tubes/tyres to a bike motor mechanic for fitting. When I picked them up he said that tubes not needed so didn't fit them.
Within 2-3 miles of riding my tyres were flat. Luckily wasn't doing any any speed. He re-fittted the tubes free of charge.
Lesson learnt!
