has any one come across where the thread into the frame is worn so the foot hanger bolt wont fully tighten up

More 'n likely cross threaded than worn out. Not a thread that sees much on / off action. Regardless, either retap larger, maybe fill the thread with weld then retap, or try to fit a threadsert.

Is this the M10 thread? Yam used M10 fine thread 1.25mm rather than the normal 1.5mm bolt thread if I remember correct and that's why thread was probably damaged at some point in last 37 years.

I agree with whats been said above. some sort of helicoil will fix it.

I weld a half but on the back of the threads before I have my frame powder coated just in case.

I've had a few frames with damaged threads. Easiest fix is a longer bolt with a nyloc on the back. Or repair the thread for a neater repair Dusty

I had this problem on my 31k frame. Someone in the past has probably wound a normal M10 bolt in. I put a helicoil in mine and it’s been good for the last 10 years.
